To Start, Transfer, or Disconnect Electric Service

IMPORTANT: HES can only answer questions about an account or make changes to an account (add to, disconnect or transfer a service) at the request of the account owner(s). It is strongly recommended that at the time you start a new service, you provide a list of all persons you authorize to have access to account information and the ability to make changes to the service.

To start service at a new address or transfer an existing service:
You will need to come to the HES office at 1820 E. 9th Street and bring the following:

  1. A current photo ID
  2. Proof (deed, sales contract, lease or rental agreement) that you live at the address you are requesting service for.
  3. $25 connection fee (cash, check or credit card)

Deposit Policy:

A residential security deposit is required when service is established with HES. Desposits are 3-tiered ($0, $100, $400) based on a credit risk factor.

  • A new customer is defined as a customer not having service with HES in the past 24 months
  • Customers may waive the credit score and pay a $400 deposit
  • HES will accept a letter of credit from a customer's previous electric utility in lieu of the deposit. A good payment record is defined as having paid the previous 12 monthly electric bills in full on or before the due date.
  • When a customer creates a good payment record (all monthly bills paid in full on or before the due date) over a 12 month period with HES, HES will return the security deposit along with market rate interest on the deposit.
  • When transferring an existing service to a new address, an additional deposit may be due based on past payment history and amount of initial deposit.

To disconnect an existing service:
A person listed on the account will need to come to the HES office at 1820 E. 9th Street and bring a current photo ID.

  1. You must provide the date you want the service turned off.
  2. Your final meter reading will be taken when the service is disconnected.
  3. If you have a deposit, your final bill will be deducted from the deposit.
  4. If you have a surplus, a check will be mailed to you. If the desposit does not cover your final amount due, a bill for the remaining amount will be sent to the forwarding address you provide.

Fees

HES may establish and collect standard charges to cover the reasonable average cost, including administration, of connection, reconnection, or disconnection of service. These fees are listed in the table below.

 *Customers who are reconnected for non-payment may be subject to an updated deposit based on the current deposit policy.
