Budget Billing is our Equal Payment Plan
The Equal Payment Plan (EPP) is the average of your electric bills over a 12-month period.  It brings the highest bills down and the lowest bills up to the same amount each month.  It allows you to know in advance how much your monthly bill will be.  A 12-month past history must be available to enroll in this program, and you must posses a good payment record (no late payments during the past 12-month period).

 

Monthly "Equal Payment Plan" amount.
The amount that we calculate is only an approximation based on some of your past actual usage.  There is absolutely no way we can predict the future weather or your future usage.  For your convenience, each month's bill will contain a message, "EPP Account Balance with This Billing *Ahead* (or *Behind*)."  You can look at this message on your monthly electric bill to see if you are ahead or behind on your actual billing amount.  Anytime you feel we need to change your monthly budget billing amount, just give us a call, and we will gladly consider your request.

Yes, all your bills can be created equal!  At the end of the budget billing year, the previous 12-month "actual" billingsand any past underbillings and/or overbillings will be divided by 12 and payable in 12 equal monthly amounts over the next budget billing year.  For your convenience, we will notify you of the new monthly budget billing amount.  Unless you notify us, or a participant has created a bad payment record with 3 late payments over the previous budget billing year, we will continue your "Equal Payment Plan" year after year.

Timely payment.  Because accounts billed under our "EPP" plan sometimes run deficits before the end of the budget billing year, it is most important that we have in the plan only those customers who have demonstrated that they are creditworthy.  If you, for any reason, do not pay your budget bill amount on or before the due date three times in a 12-month period, we must terminate this method of billing your electricity.  This will be done automatically without further warning.  Give this matter your utmost attention if you desire to remain on the "Equal Payment Plan."


Ezy Payment Plan.  A simpler solution.
Do you really want to save yourself some time and effort on your monthly electric bill?  Then, consider the Ezy Payment Plan.  This service combines our Equal Payment Plan (“EPP”) and bank draft Bank Electronic Payment programs.  Equal Payment Plan allows you to pay the same amount on your bill each month to make it easier for you to plan your monthly expenses.  Combining EPP with HES's Bank Electronic Pay program then allows you to pay your bill automatically each month from your bank account.  By using our Ezy Payment Plan, you know exactly what your electric bill will be each month, and you will ensure your bill is paid on time without the hassle and expense of mailing your bill or driving to our office for payment.  It's the most carefree way to pay your electric bill.
