Electric inspections and certificates of compliance

New construction qualifications

The following circumstances are considered New Construction and require an electric inspection and certificate of compliance. This is not meant to be an all-inclusive list, and at any time Hopkinsville Electric System (HES) reserves the right to request an electric inspection for any reason.

  • Permanent services

  • Upgrades of changeovers

  • Reinstallation of services that have been inactive for 12 months or more

  • Temporary services

$25 connection fee (cash, check or credit card)

$100 or $400 deposit (no deposit required if signing up for Pay-As-You-Go service)

Submit Certificate of Compliance

Submit Certificate of Compliance (from KY certified electrical inspector) to HES Engineering department.

Certified electrical inspectors

Before Hopkinsville Electric System (HES) will connect a new electrical service, the site must be inspected by a Kentucky-certified electrical inspector. Upon a successful inspection, a Certificate of Compliance will be issued by the electrical inspector. It is the responsibility of the builder/contractor to provide a copy of this Certificate of Compliance to HES before HES will begin construction of the new electrical service. A list of area Kentucky-certified electrical inspectors is below.

HES will not be responsible for obtaining a copy of any applicable permits. Hopkinsville/Christian County will ensure that the necessary permits have been obtained prior to issuing the Certificate of Compliance.

All questions regarding inspection fees and schedules, or the status of the inspection, should be directed to the appropriate contact person. HES is not involved in the inspection process and cannot answer questions regarding the status of an inspection.


HES reserves the right to waive the need for an electrical inspection at the discretion of the Engineering and Operations departments.

Electrical inspectors

Meter base information

Hopkinsville Electric System will accept the following electric meter base types. A compatible meter base may be accepted with the approval of the HES Engineering or Metering Department upon request by the customer.

All 400 amp meter bases will require a bypass lever. If the customer installs a bolt in style meter base, the customer will be responsible for providing a compatible A base meter adapter for HES provided meters, such as a Marwell SP-2387-K7-2-2S for single phase and Marwell SP-2387-K7 for three phase

Meter base identification tag requirements

HES requires each electric meter base for buildings with multiple units, such as duplexes, apartments, office buildings, etc., to be labeled (Example: Apt. 1, Upstairs Apt., Suite 2A, etc.) as listed on the HES bill with a permanent identification tag.

HES requires the identifications tags to be outdoor rated brass or stainless steel permanent tags with a minimum tag size of 1’’x3’’.

Characters must be stamped or engraved into the tag and attached with rivets or screws to the front of the meter panel or below the main breaker.
